UN Watch Report Accuses UNRWA of Overstating Institutional Reforms and Failing to Address Terrorism Ties

The United Nations Relief and Works Agency (UNRWA) has significantly overstated its progress on institutional overhauls, swapping meaningful structural changes for administrative paperwork while leaving core concerns surrounding incitement and terrorism largely unresolved, according to an extensive assessment published by the Geneva-based watchdog organization UN Watch.

The investigation, titled the "Report Card on UNRWA Reform," conducted a comprehensive examination into how effectively the relief agency has applied 50 key corrective measures. These recommendations were originally issued by an independent oversight panel led by former French Foreign Minister Catherine Colonna to rectify long-standing institutional shortcomings.

While UNRWA leadership has publicly claimed that it successfully completed 41 of the 50 designated reform directives, the findings released by UN Watch present a starkly different reality. The watchdog’s analysis determined that the agency's assertions are fundamentally misleading, concluding that no more than 13 of the required recommendations have been genuinely fulfilled in line with the prescribed standards.

The Colonna review was established in early 2024 by United Nations Secretary-General António Guterres as an emergency effort to rebuild fractured international trust. The inquiry followed grave revelations detailing that multiple UNRWA employees actively took part in the October 7 massacre against Israel, which prompted immediate international outcry.

The fallout from those initial revelations was financially devastating for the relief organization. A total of 17 major international donor governments temporarily froze an estimated $450 million in crucial financial contributions, demanding thorough accountability and verifiable institutional adjustments before aid streams could safely resume.

Hillel Neuer, the executive director of UN Watch, offered a sharp critique of the relief agency’s self-reported achievements, pointing out that internal evaluations lacked objective verification. Neuer stated that the organization had effectively evaluated its own work and assigned itself favorable marks without ensuring genuine compliance across its operational apparatus.

Neuer further underscored that the creation of formal paperwork cannot be substituted for actual institutional enforcement. He cautioned that merely authoring a policy plan, drafting internal guidelines, or administratively archiving a recommendation does not signify that the underlying structural hazards have been remedied in practice.

A primary cause for the disparity in progress figures stems from UNRWA’s adoption of a "Minimum Viable Product" strategy in mid-2025. This managerial approach permitted agency officials to officially log complex recommendations as completed as soon as an initial baseline component was reached, even if long-term execution and institutional adoption remained absent.

By utilizing this framework, agency executives repeatedly categorized minor procedural steps—including the launch of temporary pilot efforts, the development of initial guidelines, or the formulation of costed framework proposals—as finalized achievements, despite the fact that full implementation remained dependent on uncertain future resources or ongoing obstacles.

The report also detailed critical vulnerabilities regarding the agency’s vetting procedures, noting that UNRWA continues to lack an effective or dependable system to screen its local staff for affiliations with designated militant factions such as Hamas or Palestinian Islamic Jihad (PIJ).

Internal screening practices remain compromised because the agency continues to rely primarily on United Nations Security Council sanctions lists. Because these international lists do not formally designate Hamas as a terrorist organization, the existing screening mechanisms systematically fail to detect and disqualify extremist operatives from joining or remaining on the agency's payroll.

The systemic failure of United Nations oversight bodies to identify extremist personnel was further evidenced by an external review conducted in June 2026 by the USAID Office of Inspector General. That independent investigation referred 108 active or former UNRWA staff members for United States federal debarment due to direct connections to the October 7 attacks or ties to armed Hamas military wings.

Institutional resistance to meaningful change was likewise recorded within UNRWA’s powerful local employee organizations. The relief agency recorded all union-related recommendations as fully achieved solely because executive management drafted a modernized statute to govern labor relations.

However, the influential staff associations—which possess an established history of political radicalism and defending personnel accused of militant ties—categorically rejected the newly drafted rules. This defiance was illustrated when the Gaza Staff Union coordinated public protests and demanded the immediate reinstatement of dozens of employees who had been terminated over documented extremist affiliations.

In the educational sphere, the watchdog emphasized that severe problems persist regarding incitement and antisemitism, which remain deeply embedded within the educational environment. Despite the agency citing newly established teacher training seminars and curriculum review protocols as signs of modernization, persistent oversight gaps in educational materials, physical security, and facility management remain unresolved.
